New to the U.S. or Eastern Illinois? We’ve got answers to the most common questions international students ask before and after arrival. This FAQ is designed to make your transition smoother and your life on campus more comfortable.
Q: How can I get a U.S. phone number?
A: You can get a U.S. SIM card upon arrival from major providers like T-Mobile, AT&T,
Mint Mobile, or Google Fi. IPUR offers assistance during orientation week, including
pre-arrival SIM reservations and on-campus vendor visits.
Q: Can I use my current phone in the U.S.?
A: Yes, if your phone is unlocked and compatible with U.S. networks. Check with your home carrier before departure.
Q: Are there student plans or low-cost options?
A: Yes! Consider:
- Mint Mobile (low-cost, flexible plans)
- T-Mobile Prepaid
- Google Fi (flexible billing and international coverage)
Q: Should I open a U.S. bank account?
A: Yes. Having a U.S. account makes it easier to pay bills, receive funds, and avoid
international transaction fees. IPUR partners with local banks like:
- First Mid Bank
- U.S. Bank (on campus)
Q: What do I need to open a bank account?
A: Typically:
- Passport
- I-20 or DS-2019
- EIU student ID or admission letter
- Local address
- Secondary ID (if available)
Q: Should I bring cash?
A: Bring about $300–$500 in cash for initial expenses. After opening a bank account,
most payments can be made via debit/credit card or mobile apps (Venmo, Zelle, etc.).
Q: What is the Panther Card and how do I get it?
A: Your Panther Card is your official student ID. It provides access to:
- Campus buildings
- Dining services
- Library and computer labs
- Panther Shuttle (bus service)
You’ll receive your Panther Card at International Orientation or from the Panther Card Office (Student Services Building, 2nd Floor).
Q: Can I upload a photo in advance?
A: Yes! Upload your photo via the Panther Portal [insert link] before orientation for
quicker pickup.
Q: What is the weather like throughout the year?
A: Prepare for four seasons:
- Fall (Sep–Nov): Cool & comfortable (50–70°F / 10–21°C)
- Winter (Dec–Feb): Cold & snowy (10–40°F / –12–4°C)
- Spring (Mar–May): Mild & rainy (40–70°F / 4–21°C)
- Summer (Jun–Aug): Hot & humid (70–95°F / 21–35°C)
Q: What clothing should I bring?
A: Bring or plan to purchase:
- A warm winter coat
- Layered clothing (hoodies, sweaters, thermals)
- Waterproof boots and umbrella
- Comfortable walking shoes

Q: Can I receive mail before I arrive?
A: We recommend shipping items after you have arrived and confirmed your campus or off-campus address.
Q: Where do I receive mail on campus?
A: If you live on campus, mail is delivered to your residence hall mailbox. Packages
are held at the University Union Post Office.
Q: Is there public transportation in Charleston?
A: Yes! The Panther Shuttle runs on a regular schedule and is free for students. We also
provide free trips to Champaign for shopping each semester.
Q: Can I get a driver’s license in Illinois?
A: Yes. You must be in valid F-1 or J-1 status and provide immigration documents, proof
of residence, and pass the written and driving test. To receive a license in Charleston,
you will also need to provide a physical copy of your Social Security Card.
Q: Do I need U.S. health insurance?
A: Yes. All international students must carry health insurance that meets university
and federal guidelines. Please be aware, EIU’s plan is only supplemental and that
you will need to have additional coverage from outside of campus.
Q: Where can I go for medical help?
A: EIU’s Health & Counseling Services provides basic medical care, mental health support,
immunizations, and prescriptions.
Q: Can I work on campus?
A: Yes. F-1 and J-1 students may work up to 20 hours/week on campus during semesters.
IPUR hosts job fairs and application workshops each term.
Q: How do I make friends and get involved?
A: Attend IPUR’s Welcome Week, Global Programming Activities, and join international
student organizations. You’ll meet peers from all over the world and U.S. students
eager to connect.
